Hon. Quincy L. Coleman, Esq. has been serving as an Associate Judge on the Howard County Circuit Court, 5th Judicial Circuit, since December 4, 2020. He was born in Baltimore, Maryland, in 1955 and attended Edmonson High School. Judge Coleman earned his Bachelor of Science degree in Political Science from Frostburg State University in 1977 and his Juris Doctor from the University of Baltimore School of Law in 1992. He was admitted to the Maryland Bar in 1999 and the District of Columbia Bar in 2011. Before his judicial appointment, he served as an Assistant Public Defender for Baltimore City from 2000 to 2012, a Land Records Clerk for the Circuit Court in Baltimore City from 1978 to 1979, and a Senior Agent for the Division of Parole and Probation, Department of Public Safety and Correctional Services, from 1979 to 2000.

Judge Coleman has been actively involved in several legal and community organizations, including serving as a Member of the Maryland State Bar Association since 1999, the Howard County Bar Association since 2020, and the Waring Mitchell Law Society since 2020. He has also been a Judge for Byron Warnken’s Moot Court Competition at the University of Baltimore School of Law in 2009 and 2011, and an Instructor at Anne Arundel Community College in 1999. His extensive legal experience and dedication to public service make him a respected and influential figure in the Maryland judiciary.
