Hon. Julia A. Minner has been serving as an Associate Judge on the Frederick County Circuit Court, 6th Judicial Circuit, since January 19, 2024. She previously served as a Family Magistrate for Frederick County from 1999 to 2024 and as an Assistant Public Defender for Frederick County. Judge Minner earned her Bachelor of Arts degree from Frostburg State University and her Juris Doctor from the University of Baltimore School of Law. She has been admitted to the Maryland Bar and has held various roles in private practice, including as an Associate at the Law Offices of William H. Poffenbarger.
Judge Minner has been actively involved in several legal and community organizations, including serving as a Member of the Education Committee (chair of the magistrate education subcommittee) and the Juvenile Law Committee of the Judicial Council since 2024. Her extensive legal experience and dedication to public service make her a respected and influential figure in the Maryland judiciary. Judge Minner’s commitment to justice and her diverse legal background highlight her as a distinguished member of the Frederick County Circuit Court.
