Hon. Hope Tipton has been serving as an Associate Judge on the Baltimore City Circuit Court, 8th Judicial Circuit, since March 18, 2024. Before her judicial appointment, she served as a Domestic Relations Magistrate for the Circuit Court of Baltimore City from 2013 to 2024 and as the Executive Director of the Maryland Legal Services Program in the Department of Human Resources in 2013. Born in 1997, Judge Tipton earned her Bachelor’s degree from Transylvania University in 1997 and her Juris Doctor from the Syracuse University College of Law in 2000. She has been admitted to the Maryland Bar and has been a member of various bar associations, including the Maryland State Bar Association, the Baltimore City Bar Association, and the Women’s Bar Association of Maryland.

Judge Tipton has also contributed to the legal community as a Senior Adjunct Professor at the Francis King Carey School of Law, University of Maryland, since 2008. Her extensive legal experience and dedication to public service make her a respected and influential figure in the Maryland judiciary. Judge Tipton’s commitment to justice and her diverse legal background highlight her as a distinguished member of the Baltimore City Circuit Court.

    I had a contempt hearing for violation of a clause within my custody order against the mother of my 17 year old son. I has screenshots as evidence of the open and willing actions of the other party for contempt. Hope Tipton was a Magistrate that we appeared before and she was the most bias and rude person I have come across in my experience dealing with the Baltimore City circuit court system. She treated me as if I was the defendant and a Criminal! She displayed unnecessary attitude and disrespect that wasn’t even warranted and showed pleasantry and patience to the defendant and proceeded to rush me along and be dismissive of anything I had to say. She tried to not look at clear evidence I presented until the court assistant had to point out whatbot clearly showed as to prove my case. If I didn’t have that proof, I’m sure She would’ve just completely dismissed my case and not have found my son’s mother in contempt, it was clear as day and she didn’t have a choice at that point. Clear case of bias and tried to criminalize me when I was the one presenting the complaint. I discovered the new Governor Wes Moore apponlinted her from a Family Court Magistrate to a Judge under the Circuit Court Criminal division, BIG MISTAKE in his first term as Governor, I feel sorry for any black man, any man period that had to go before her in a Criminal trial, I’m sure he will be put away expeditiously and forever dealing with her!
