Hon. Elizabeth S. Morris is an associate judge for the Anne Arundel County Circuit Court in Maryland. Appointed by Governor Larry Hogan in October 2018, she made history as the first African American female appointed as an associate judge in the county. Before her judicial appointment, Judge Morris served as an Assistant Attorney General in the Maryland Attorney General’s Office, where she split her time between the contract litigation division and the Department of Labor, Licensing, and Regulation. She also worked as legal counsel at the National Security Agency and has lived in Anne Arundel County since 2007.

Judge Morris holds a Bachelor of Arts from Indiana University of Pennsylvania and a Law Degree from the University of Maryland Law School. She has two children and is committed to ensuring that the judiciary is representative of the community. Judge Morris believes that having a diverse bench instills public confidence in the judiciary and helps ensure that matters are heard fairly and impartially.
