Hon. Althea M. Handy has been serving as an Associate Judge on the Baltimore City Circuit Court, 8th Judicial Circuit, since December 3, 2002. She has held various significant roles, including Judge-in-Charge of the Civil Division from December 1, 2013, to January 1, 2018. Prior to her judicial appointment, Judge Handy was an Assistant State’s Attorney in Baltimore City from 1987 to 2002, where she served as a senior prosecutor in the homicide division and division chief of the sex offense unit. She has also been actively involved in several legal committees and organizations, such as the Criminal Law and Procedure Committee of the Maryland Judicial Conference and the Docket Management Work Group of the Court Operations Committee.
Born in Fort Meade, Maryland, in 1957, Judge Handy earned her Bachelor’s degree in Economics from St. Mary’s College of Maryland in 1979 and her Juris Doctor from the University of Baltimore School of Law in 1986. She has been admitted to the Maryland Bar since 1986 and has been a member of various bar associations, including the Baltimore City Bar Association and the Monumental City Bar Association. Throughout her career, Judge Handy has been recognized for her contributions to the legal field, receiving awards such as the Merit Award from the State’s Attorney’s Office, Baltimore City, and the Society of Distinguished Alumni Award from St. Mary’s College of Maryland. Her dedication to justice and community service highlights her as a respected and influential figure in the Maryland judiciary.
