Debra L. Dwyer, Esq. has been serving as an Associate Judge on the Montgomery County Circuit Court, 6th Judicial Circuit, since November 17, 2016. She previously held various roles in the legal field, including Assistant U.S. Attorney for the District of Maryland from 2002 to 2016, where she served as Deputy Chief of the Organized Crime and Gang Section in the Criminal Division of the U.S. Department of Justice from 2015 to 2016. Judge Dwyer was born in Takoma Park, Maryland, in 1960. She earned her Associate of Arts degree in Criminal Justice from Montgomery College in 1980, her Bachelor of Science degree in Justice from American University in 1982, and her Juris Doctor from the Washington College of Law, American University, in 1986.
Judge Dwyer has been actively involved in several legal and community organizations, including serving as the Presiding Judge of the Adult Drug Court since 2018 and as a Member of the Rockville Human Rights Commission from 2007 to 2016 (chair from 2010 to 2011). She has also been a Mentor in the Maryland Professionalism Center Mentoring Program from 2010 to 2016. Her extensive legal experience and dedication to public service make her a respected and influential figure in the Maryland judiciary.
