Hon. Stephanie Picard Porter, Esq. has been serving as an Associate Judge on the Howard County Circuit Court, 5th Judicial Circuit, since January 14, 2022. She was born in Burlington, Vermont, in 1972. Judge Porter earned her Bachelor of Arts degree from the University of Vermont in 1993 and her Juris Doctor, cum laude, from the University of Baltimore School of Law in 2000. She was admitted to the Maryland Bar in 2000. Before her judicial appointment, she served as a Law Clerk to Judge Kathleen G. Cox, Baltimore County Circuit Court, from 2000 to 2001. She also served as a Family Magistrate for the Circuit Court, Howard County, from 2015 to 2022, and as an Assistant State’s Attorney for Baltimore County from 2001 to 2015.Judge Porter has been actively involved in several legal and community organizations, including serving as the President of the James MacGill American Inns of Court from 2021 to 2022 and as a Member of the Education Committee of the Judicial Council since 2018. She has also been a Member of the Juvenile Justice Subcommittee of the Juvenile Law Committee since 2018, the Access and Fairness Subcommittee of the Equal Justice Committee since 2020, and the Drug and Alcohol Abuse Council (local behavioral health advisory board) for Howard County since 2020. Her extensive legal experience and dedication to public service make her a respected and influential figure in the Maryland judiciary.
