Hon. Mary Morton Kramer, Esq. has been serving as an Associate Judge on the Howard County Circuit Court, 5th Judicial Circuit, since December 31, 2014. She was born in Baltimore, Maryland, in 1957. Judge Kramer earned her Bachelor of Arts degree in Political Science from West Virginia University in 1979 and her Juris Doctor from the University of Maryland School of Law in 1982. She was admitted to the Maryland Bar in 1982, the U.S. District Court for the District of Maryland in 1983, and the U.S. Court of Appeals for the Fourth Circuit in 1983. Before her judicial appointment, she served as an Associate at the Law Office of David Harris from 1988 to 1991, and as a Partner at Kramer & O’Connell from 1991 to 1994. She also worked as a sole practitioner from 1994 to 2004.

Judge Kramer has been actively involved in several legal and community organizations, including serving as a Member of the Judicial Ethics Committee of the Maryland Judicial Conference from 2012 to 2014, and as a Member of the Domestic Law Committee of the Judicial Council from 2015 to 2020, and again from 2023. She has also served as the Chair of the Domestic Forms Work Group from 2022 to present. Her extensive legal experience and dedication to public service make her a respected and influential figure in the Maryland judiciary. Judge Kramer’s commitment to justice and her diverse legal background highlight her as a distinguished member of the Howard County Circuit Court.
