Hon. Diane E. Adkins-Tobin, Esq. has been serving as an Associate Judge on the Harford County Circuit Court, 3rd Judicial Circuit, since December 3, 2018. She previously served as the Deputy State’s Attorney for Harford County from 2012 to 2018 and as an Assistant State’s Attorney from 2000 to 2012. Born in Erie, Pennsylvania, in 1958, Judge Adkins-Tobin earned her Bachelor of Arts degree in Political Science from Gannon University in 1980 and her Juris Doctor from the Washington College of Law, American University, in 1984. She has held various roles in private practice, including serving as an Attorney at the Law Offices of John Sheldon and Ticer and Associates.
Judge Adkins-Tobin has been actively involved in several legal and community organizations, including serving as the President of the Harford County Bar Association from 2013 to 2014, and as a Member of the Children’s Justice Act Committee and the Juvenile Grant Planning and Review Council for the Governor’s Office of Crime Control and Prevention. She has also been a High School Mock Trial Coach at Fallston High School and a Den Leader for Cub Scout Pack no. 8011. Her extensive legal experience and dedication to public service make her a respected and influential figure in the Maryland judiciary.
