Hon. M. Elizabeth Bowen, Esq. has been serving as an Associate Judge on the Harford County Circuit Court, 3rd Judicial Circuit, since January 27, 2012. She previously served as the Assistant State’s Attorney for Harford County from 1982 to 2012, where she supervised the district court division from 2000 to 2012. Born in Annapolis, Maryland, in 1957, Judge Bowen earned her Bachelor of Arts degree in English and History from the College of William and Mary in 1978 and her Juris Doctor from the University of Maryland School of Law in 1981. She was admitted to the Maryland Bar in 1981 and served as a law clerk to Judge Audrey E. Melbourne in the Prince George’s County Circuit Court from 1981 to 1982.

Judge Bowen has been actively involved in several legal and community organizations, including serving as the Chair of the Board of Directors for the Harford County Child Advocacy Center since 1993 and as the Chair of the Board of Directors for the Court-Appointed Special Advocate of Harford County from 1994 to 1999. She has also been a Member of the Environmental Advisory Board for Harford County since 1999 and has held various leadership roles in the Harford County Bar Association. Her extensive legal experience and dedication to public service make her a respected and influential figure in the Maryland judiciary. Judge Bowen’s commitment to justice and her diverse legal background highlight her as a distinguished member of the Harford County Circuit Court.
