Hon. Richard J. Sandy

Hon. Richard J. Sandy has been serving as the County Administrative Judge for the Frederick County Circuit Court, 6th Judicial Circuit, since December 1, 2023. He previously served as an Associate Judge from June 30, 2016, to December 1, 2023. Born in Bethesda, Maryland, in 1964, Judge Sandy earned his Bachelor of Arts degree in Psychology from Denison University in 1986 and his Juris Doctor from Washington and Lee University in 1989. He has held various roles in private practice and public service, including serving as an Associate at the Law Offices of Stephen L. Lefebvre, Esq., and as President/Owner of the Law Offices of Richard Sandy, PC.

Judge Sandy has been actively involved in several legal and community organizations, including serving as Chair of the Board of Directors for the Frederick County Chapter of the American Red Cross and as Vice-Chair of the Board of Directors for the Jeanne Bussard Center. His extensive legal experience and dedication to public service make him a respected and influential figure in the Maryland judiciary. Judge Sandy’s commitment to justice and his diverse legal background highlight him as a distinguished member of the Frederick County Circuit Court.
