Hon. Colleen A. Cavanaugh has been serving as an Associate Judge on the Baltimore County Circuit Court, 3rd Judicial Circuit, since March 27, 2014. Before her appointment to the Circuit Court, she served as a Judge of the Orphans’ Court, Baltimore County, from December 2006 to March 26, 2014, and was Chief Judge from 2007 to 2009. Born in Towson, Maryland, she attended Maryvale Preparatory School in Lutherville, Maryland, and earned her Bachelor of Arts degree in Justice from The American University in 1989 and her Juris Doctor from the University of Maryland School of Law in 1992. She has been admitted to the Maryland Bar since 1992, the U.S. District Court for the District of Maryland since 1994, the U.S. Court of Appeals for the Fourth Circuit since 1995, and the U.S. Supreme Court since 2011.
Judge Cavanaugh has been actively involved in several legal and community organizations, including serving as a Member of the Conference of Orphans’ Court Judges from 2011 to 2014, and as a Member of the Executive Committee of the National Center for State Courts in 2013. She has also been a member of the National College of Probate Judges from 2006 to 2014, the National Association of Women Judges from 2006 to 2014, and the Maryland Association of the Judges of the Orphans’ Courts from 2006 to 2014. Her extensive legal experience and dedication to public service make her a respected and influential figure in the Maryland judiciary. Judge Cavanaugh’s commitment to justice and her diverse legal background highlight her as a distinguished member of the Baltimore County Circuit Court.
