Hon. Michael J. Finifter has been serving as an Associate Judge on the Baltimore County Circuit Court, 3rd Judicial Circuit, since May 28, 2002. He has held various significant roles, including Chief Judge of the Baltimore County Circuit Court and Chief Judge of the 3rd Judicial Circuit since July 2023. Before his judicial appointment, he was a member of the House of Delegates, representing District 11 (Baltimore County) from 1995 to 2002. He earned his Bachelor’s degrees in Accounting and Economics from the University of Maryland in 1979 and his Juris Doctor from the University of Maryland School of Law in 1982. He has been admitted to the Maryland Bar since 1982 and has held various roles in private practice and public service, including serving as an arbitrator for the American Arbitration Association and co-chairing the Maryland State Bar Association’s Judicial Appointment Committee.

Judge Finifter has been actively involved in several legal and community organizations, including serving as a Circuit Representative for the 3rd Judicial Circuit in the Conference of Circuit Judges from 2013 to 2014 and as a Member of the Legislative Committee of the Judicial Council from 2016 to 2017.
