Hon. Kirk C. Downey has been serving as an Associate Judge for the Washington County Circuit Court since February 16, 2024. He was appointed by Governor Wes Moore to fill the position left vacant by Judge Andrew Wilkinson, who was tragically killed in October 2023. Prior to his appointment, Judge Downey served as the Washington County Attorney from 2018 to 2024, and before that, he held various roles in the County Attorney’s Office, including Assistant County Attorney and Deputy County Attorney. Judge Downey has a 27-year legal career and is known for his extensive litigation experience in administrative proceedings, appeals, and general civil litigation.
Judge Downey took over from Judge Andrew Wilkinson, who served as an Associate Judge from January 10, 2020, until his death in October 2023. Judge Wilkinson was known for his dedication to family law and his efforts to ensure fair and just outcomes in his cases. His tragic death has led to increased discussions about judicial safety and the importance of protecting judges.
